15 month old still uses a Pacifier and bottle?

I know that she should be broken of these but now I don't know which to break first. She uses a sippy cup for water during the day, she doesn't like juice. If I try putting the milk in her sippy cup she looks at us like we are crazy and screams her little head off. She is also rather attached to her Paci. She doesn't have any other type of "lovey". I tried getting her attached to a blanket, bears whatever it may be. But no luck. The paci seems to be her lovey. I don't want to break both of them at the exact same time, because I think that'll be too much for her. Sometimes she'll fall asleep without her paci, but others she HAS to have it. What do you think?
