Should the US raise the Corporate Average Fuel Efficiency standard to conserve fuel and reduce air pollution?

The only economic reason to use less fuel would be if it resulted in higher productivity -- i.e. more output per unit. Obviously that leverage doesn't exist. If it were, people would use less fuel quite voluntarily. "Conserving" fuel has no economic value in and of itself.
