How to bond with my male Bourke's parakeet that was hand-fed?

I have had him for 4 weeks exactly today. I got him when he was just weaned and we are seeing signs of a male Bourke's. He is still timid towards me, hisses at me and stuff like that. I have been feeding him spray millet on the bottom of the cage, and he loves it, but when I hold it , offering it, he won't take it until I put it down and take my hand out of the cage. He was hand fed by a breeder and I thought by now he would be all over me. I have never owned a Bourke's before but I have had Parakeets and Finches since I was really little. Please help and answer as best as you can... so a clueless bird owner might get somewhere with my new BFF.
